This five year MURI program was established by the Office of Naval Research (ONR) on September 29, 1995. Program administrator at ONR is Dr. John Zolper. Purdue University is the prime contractor, with James A. Cooper, Jr. serving as principal investigator. Michael Melloch and Jerry Woodall complete the Purdue team. Subcontractors include the University of Texas at Austin (Russell Dupuis and Archie Holmes), Howard University (Michael Spencer), RPI (Paul Chow), and Cree Research, Inc. (John Palmour and Ranbir Singh).
